After a nearly yearlong investigation into Albany Helping Hands, results are in, with state officials concluding the homeless shelter's board of directors' "governance and accounting practices have fallen below legal standards." Nearly a year ago, the beleaguered homeless shelter faced allegations of unfair hiring practices, breaching bylaws and possible conflict-of-interest transactions. At least five employees left the organization and complaints were filed with the Oregon Department of Justice.
